Behind any obvious level, a double top, yesterday's low, a round number, sit other traders' stops and pending orders. A large player can't fill size where there's no liquidity, so price gets pushed past the level, those orders are collected, and then it reverses.
On the chart it looks like a false break with a long wick. If local structure breaks right after it (a CHoCH), that's the Smart Money entry, with the trend, into the move the market will make without the “fuel”.
